Please see the Clayden text book for the IUPAC rules. Generally we will start by giving numbering to the longest possible chain in the molecule. And then look at the present functional groups in the molecules and their positions. if any molecule is having 1 carbon reffered as meth, 2 means eth, 3 means prop,...... etc 10 means dec like that.
