Option a is correct. Under such conditions, the operon will be always on. Repressible operon is the one that is constitutively expressed. It is only stopped when the product is enough and it stops it's own transcription by binding to the operator. Tryptophan itself acts as the corepressor and when the repressor cannot bind with the corepressor, it will not be active and thus cannot bind the operator to stop the transcription.
