The allele frequency of black allele in the year2014 was 0.5 I.e.(100/200) whereas it remained only 0.3 in the year 2016.

The change in allele frequency suggests that yes there is evolution because the allele frequencies in a population may change due to four fundamental forces of evolution: Natural Selection, Genetic Drift, Mutations and Gene Flow which accounts for the driving forces of evolution.
