I think there is a printing mistake in question there should be elimination instead of substitution . In substitution reaction no alkene is formed .

In elimination reaction base (here-OCH3) attacks the H which is alpha to leaving group (here Br) and electron pair shifts towards leaving group and thus direction of arrow should be from H to Br . This all condition are satisfied in option ||.

Thus option 2 is correct
