Poverty is a concept cannot be clearly defined beacuse its how people feel about themselves

All of the other options are incorrect. During the development of the poverty line it was a concern as to how to define poverty, though in economic terms we have come to a conclusion how to define poverty, but it isn't always enough to truly understand an individuals hardships faced.
