Ans. Regulons refers to a group of noncontiguous genes controlled by the same regulatory genes. It is termed exclusively for the gene regulation in eukaryotes. In prokaryotes the gene regulation is done by functional DNA unit consisting of several genes regulated by a common promoter and a common operator and is termed as Operons.

Hence, the answer is 'They are present in prokaryotes and eukaryotes'.
