State your case as to whether employers should use the most restrictive of the PELs, RELs or TLVs,or if the employer should only have to use the legally enforceable PELs. Support your choice.

The permissible exposure limit (PEL) is a legal limit which is used in the United States for exposure of an employee to a chemical substance. It is established by OSHA ( Occupational Safety and Health Administration ). It is the maximum upper exposure limit to a hazardous chemical substance. It is measured with the concept that the workers may exposed to a hazardous chemical substance to an average of in a 8 hour working period. PELs are legally enforceable.

Recommended Exposure Limit (REL) is established by NIOSH (National Institute for Occupational Safety and Health). It deals with the work place safety and is protective of the employee health. It is not legally enforceable. It is used as a guide by some industries. It is based on the adverse effects of biological system on the exposure of chemicals.

Threshold Limit Value ( TLV ) is the daily exposure limit that an employee can be exposed to airborne substances during the working hours without having adverse effects. It is published in a booklet annually, which consists of exposure guidelines for most commonly used chemical substances. It is also not legally enforceable. It is recommended by American Conference of Governmental Industrial Hygienists ( ACGIH).

So PEL, REL and TLV should taken into consideration while analyzing an employees exposure to a hazardous chemical substance.
