Overall charge of any 4 solutions will be zero. As no. of cation and anions present in electrolyte solution is same, so charge will neutralise by them e.g. in 0.1M NaCl solution here no. of Na+ ion will present =0.1* volume of the solution*avagadros no. , and no of Cl​​​​​-​ ion will be same with Na+ ion as NaCl=Na+ +Cl​​​-, same calculation for 0.1M HCl as HCl=H+ +Cl​​​​​- , and 0.1M NaOH as NaOH=Na+ + OH​​​​​-, so solution becomes neutral; but it doesn't signifies that all solution will be neutral like if there one particular ion will get precipitate some extent then another ion will dominate in the solution with its corresponding charge then it will be charged solution.

And in non electrolyte solutions e.g Ethanol it will not ionise in solution so remain as neutral. there will not generate any charge in solution so they will remain always neutral.
