Deterrence is military strategy wherein a state discourages or restrains someone usually a nation-state or some non-state actor from taking unwanted actions, or those actions which can have the potential of attacking the sovereignty and the integrity of a nation such as an armed attack. It involves an effort to stop or prevent an action to happen as opposed to very closely related but distinct concept of “compellence,” which is a strategy wherein the adversary is forced upon to do something deemed necessary. It is very much related to Pre-emptive attack or preventative war wherein in order to avoid the greater destruction, the attack is carried out before a potential aggressor becomes very strong and too powerful to be challenged. The difference between Pre-emptive attack and Deterrence is that later can be symbolic while as former is always walking-the-talk.

The deterrence strategy became more prominent in the UAE military strategy and the international relations was mainly motivated by the Iraqi invasion of Kuwait: the eruption in 2011 of the Arab Spring,Yemen Conflict, covert and overt aggression adopted by Iran to destabilize UAE.

In recent years, the UAE has consistently been the second largest purchaser of U.S. weapons, after Saudi Arabia among Gulf states which go on to tell, how UAE is pulling up socks and piling on the arms. The United States has been convincing UAE  the importance to develop a coordinated and integrated Gulf-wide ballistic missile defense system which will act as a deterrent to enemy states. To develop a strong ballistic missiles grid would enable UAE to enhance its strategic depth and also will send a powerful message about how UAE is taking their territorial integrity very seriously.

Also, the role of UAE in international relations and its improved relations with countries like USA and Saudi Arabia should be leveraged. This will send a message to her enemies that UAE is a strong regional power and any challenge to it will only result in the isolationism and the international condemnation. The soft-power is something which will create a great value proposition for UAE in the international fora.
