In osmosis, water always moves from low concentration( where the solute concentration is low, such as pure water) to higher concentration( where the solute concentration is high, such as seawater).  

Therefore, if we separate a hypertonic solution( higher solute conc.) from a hypotonic solution by a semi-permeable membrane, the flow of water will be from the hypotonic solution to the hypertonic solution. Though water is present, it will be osmotically unavailable for the hypotonic solution because of the migration of water.
