Never it can be.

Because enzyme is very specific for their substrate and there are many interactions which bound the enzyme and substrate and then the product is formed.

Here, lactose is a disaccharide which contain galactose and glucose bound to each other by beta 1, 4 glycosidic bond but in starch , there are alpha 1,4 and 1,6 glycosidic bond which is different from which are present in lactose.

That's why lactase can't.digest starch.
