the ribosome in the prokaryotes are 70S, the smaller subunit is 30S and the larger subunit is 50S and in the eukaryotes the ribosomes are 80S, the smaller subunit is 40S and the larger subunit is 60S, the tetracycline which blocks the translation by binding to the small subunit 30S subunit of the ribosome cannot bind to th 40S subunit, the tetracycline binds to the 30S subunit and prevents its binding to the mRNA, usually 30S subunit first binds to the mRNA at the ribosome binding site. the charged tRNA binds to the mRNA only after the association of the 30S subunit to the mRNA.

tetracycline inhibits translation in prokaryotes

Prokaryotes do not process their mRNA.

so the answer is  

a) tetracycline does not affect translation in eukaryotes.

c) tetracycline will prevent the small ribosomal subunit from binding to the shine-Dalgarno sequence.

( Shine-Dalgarno sequence is the ribosome binding site in prokaryotes)
