Remember that by definition, osmosis refers to the movement of water from the less concentrated side of solute to the more concentrated side of solute. The surrounding liquid in this case, has a lower concentration than the inside of the cell of the celery. So, the solution is considered hypotonic.

The water will move from the outside to the inside of the cell. The cell will ”expand” its size thanks to the amount of water that moved inside of the cell. You will obtain a rigid and fresh celery.
