All the smaller prokaryotes and higher eukaryotes have genetic material (either as DNA/RNA/chromosome),Cell membrane ( it is a semi permeable biological membrane that protects the cell from external environment and moves molecules in and out),Cytoplasm ( it is fluid filled region has all the sub cellular organelles, genetic material and surrounds nucleus)

Whereas Vacuoles are the membrane bound vesicle / storage vesicle found in most of the plants and in very few bacteria ,fungi and in very few animals.Generally animal cells do not have vacuoles like plant cells.Very small in nature compared to plants.
