lac repressor is bound to the lac operator so RNA polymerase cannot transcribe the operon DNA DNA > lac | lac ! lan lat o o l

lac I gene is transcribed and translated to produce lac repressor it binds to the lac operator when lactose is absent, lactose inhibits lac repressor, and prevents its binding to the lac operator since the lac repressor is bound to the operator, so RNA polymerase cannot transcribe the lac operon, so no mRNA is produced from the operon.
