Hemophilia is a sex linked recessive disorder or an X-linked inheritance. Due to the absene of clotting factor , the blood cannot clot properly. The X chromosome for normal person is XH for a Hemophilia person is Xh.

Carrier female - XHXh

(It is said female parent is phenotypially normal and the daughter hemophiliac, so the female said to be carrier)

Hemophilia is a X-linked disorder and there is only one X in the male. So presence of a single hemophilia Xhchromosome give 100 percentage chance of being hemophiliac. Where as the female has two X chromosome, the presene of a single hemophiliac chromosome XHXh make it a carrier only. The presence of   XHXH only make the female hemophilia. So the chance of male becoming hemophiliac is more compared to females, but they can at as carrier.
