CTLs can kill those cells only which express the MHC class l protein on their cell membrane because CD-8 protein present on the CTLs binds to MHC I on target cells which activate CTLs to kill the target cells. If a cell is not expressing the MHC I than it can easily evade CTLs killing.

Hence option 3 becomes right.
