Enhancers can come close to the promoter. Enhancers are located distance away from the promoter. It can however contact the promoter by looping out of the DNA between the two sequences.

the transcriptional activator bound at the enhancer can interact with RNA polymerase.

Transcriptional repressor can compete with activator  for sequence motif in the enhancer, thus blocking binding of transcriptional activator
