In the question it is mentioned that at t = 36 sec the train is moving at 8 m/s to the west.

The answer can't be acceleration because the acceleration is change in velocity with time.

Now since the direction is mention it is definitely velocity and not speed.

Also we are given the velocity at a certain point of time ! So this will be instantaneous velocity.

So option 4 ( instantaneous velocity) is correct.
