What are the problems with traditional bureaucracy that New Public Management has solved?

it natural be mentioned that certain problems associated with the traditional bureaucracy is dispute between the functions where the functional system is replaced with more efficient matrix system in the new public management and as a result of this there is cooperation among the functions with which the disputes are reduced and the dispute settling body also act accordingly in order to resolve the issues. apart from that in the traditional bureaucracy there are lack of communication channels between the functions and this is solved by the new public management by establishing various methods that can engage people of two different functions together and collectively take a decision all in all.
