Water is universal solvent. It can dissolve a large number of the solute particles into it. Moreover, the dielectric constant of water is also high. So it can dissociate a large number of the polar molecules into its constituent ions.

The nature of water that it is polar solvent, is the prime and first property that it can dissolve a large number of solute. In water the oxygen atom carries partial double charge and the H atom carries partial negative charge . So it can dissolve the polar substances in it. So the polarity of water is main reason behind the universal solvent property of water.
