Absolutely, rules should get much stricter and there should be documented policies which should be adhered to as far as bullying is concerned. No tolerance policies should be made against such incidents and bullies should know the consequences of getting involved in such an activity. There should be fear among those people which can only come when the rules around it are very strict. Both schools and governments should together create strict rules and circulate within the concerned stakeholders so that everyone is aware about the consequences.

Schools and parents should be held accountable for not educating the students about bullying and why is it considered as a crime and should not be done at any given situation and youth should also be held accountable for committing such activities which ultimately take lives of children.
