To what extent is GM using evidence-based management? Are they overdoing it? Explain your rationale.

GM uses evidence based management and find out the incident and try to fix all aspect of what was going on, they investigated every aspect of it using proof. After the investigation of every aspect and finding every report the GM was forced to recall so that they can access the situation erupted, to fix the problem and relaunch later.
From my point of view GM was not overdoing it.
As GM does not take the decision hastily but rather had seen, fact check every aspect and later make a decision to recall it as in future it may cost them heavily so GM recall it and further make a promise to develop it.
