Yes, two or more economists will always agree about the effects of a particular economic policy but at the same time can disagree on the desirability of implementing the policy.

Identifying the effects of a policy implies doing a positive analysis of policy. Positive economic analysis is the branch of economics that concerns the description and explanation of economic phenomena. It focuses on facts and cause-and-effect behavioral relationships and includes the development and testing of economic theories. Positive statements are objective statements that can be tested, amended or rejected by referring to the available evidence. Since, it is based on tested facts, no one can disagree on them.

On the other hand, desirability comes under normative analysis which expresses a value judgment about whether a situation is desirable or undesirable. Since it is highly subjective on views and opinions, disagreement can come into picture.
