Why would it ever make sense to issue share buybacks instead of reinvestment in the core business? (answers in terms of opportunity cost and intrinsic value)

When the stock is undervalued or trading below intrinsic value in the market and the firm does not have much investment opportunities or even if it does, the returns are less than that provided by the stock repurchase i.e., oppportunity cost is lower than the returns provided by share repurchase
