MSR is the mean square treatment

and MSE is Mean square error

If F = 0; this implies, MSR = 0

that is mean square treatment is zero.

MSR = SSR/(k-1) = sum(Xij-Xbari)^2/(k-1)

if F =0 -> MSR = 0 -> sum(Xij-Xbari)^2 = 0 -> group means are identical.
