The federal reserve is an indpeindepe institution responsible for the country's monetrmo policy.The federal reserve designs monetary policy to tackle the conditions of inflation /depression.It's goal is to maintain a high level of growth rate and employment rate.

It can be said that the economy depends on the working of both the federal reserve and the government.
