1. Prior to 1914, did antitrust legislation have much effect on monopoly power in the United States? Why or why not?

No it did not. Prior to 1914 there was the Sherman act of 1890 which was not powerful enough to combat with the monopolies practices. Also companies were taking advantage of the loopholes in the act and its vague language thereby indulging in not illegal but competition preventing practices that used to increase the market concentration similar to the case of a monopoly. Large business houses were still making a lot of money by increasing their market concentration and business which encourage the government to pass the Clayton act of 1914.
