A labor force is a pool of people who are currently employed, currently unemployed, or are actively looking for employment. It is viewed collectively, and is used to define those who are employed with an organization, a company, or even a city, state, or country. Generally, a labor force does not include people like housewives, students, retirees, criminals, etc. For example, an industrial unit has a labor force of 200. This means that the number of people employed with the industrial unit is 200.

Labor participation rate is a percentage value that takes into account the labor force and the total working age population. The working age population generally refers to people over the age of 16. During times of recession, the labor participation rate decreases. The formula is:

Labor participation rate = (number of employed people and number of people actively looking for employment)/total number of working age people

For example, in a country, if the number of employed people and number of people actively looking for a job is 100 million, and the total size of the working age class is 150 million, the labor participation rate will be 100/150 = 0.6667 (or 66.67%).

Labor participation rate should not be confused with employment rate. The former refers to the labor force with respect to the entire working age population, whereas the latter refers to the number of employed people with respect to the labor force. Although the labor participation rate is high, the employment rate may or may not be proportionately high.
