Even though the maximum net radiation flux moves from pole to pole over the course of the year, the equator and tropics end up getting the sun directly overhead for the entire year (see the Analemma graphic). If you were to go back and look at the Average Clear-sky Net Radiation flux you'd see that the poles fluctuate from high gains to high losses across the year-winter and summer in other words- but the equator and tropics are always gaining radiation (always have a positive flux value).
