I) yes

Same subnet means Ip address having same prefix.

Given address 100.64.3.8

Subnet mask 255.255.0.0

So ip address is formed by taking and of both it give 100.64.0.0

Similarly for 100.64.4.8/16 ip address is 100.64.0.0

So both having same prefix 100.64 so that it is belong to same subnet

Ii) 9bits

510<2(^9)

So atleast 9 bits are reserved for host. And 3 octet first 7 bits are reserved for subnet.

iii) 2^7=128subnets
