Individual mandate is some kind of order under law to obtain certain goods or services by an individual. Here we need to think of Affordable Care Act even called as Obamacare which requires an American to have basic insurance coverage that is health insurance and it is called as individuals mandate. Even you need to pay penalty for not having individual mandate till 2018 but in the year 2019 penalty is removed but state wise penalty may be in force.
When employers have 50 plus or more employees they usually provide healthcare insurance the idea behind it is to cover unhealthy or to subsidise the sick. So employers with less number of employees are not bound by law to cover under ACA and pay minimum value to cover health insurance.
The main consequences of individual mandate is to have affordable insurance coverage and to eliminate wasteful cost-shifting by providing care in emergency rooms for uninsured people.
