• The purpose of copyright law is to advance the advancement of useful expressions by securing the selective right of creators and designers to profit by their works of initiation.
• Copyright law is directed by the central government by enrolling copyrighted works through the Copyright Office and by upholding copyright laws in the bureaucratic court framework.

In its most broad sense, fair use is any duplication of copyrighted material accomplished for a restricted and "transformative" purpose, for example, to remark upon, scrutinize, or spoof a copyrighted work. Such uses should be possible without consent from the copyright proprietor. As such, fair use is a barrier against a case of copyright encroachment. If your use qualifies as fair use, at which point it would not be viewed as an encroachment.
