The level of RNA available for translation is determined by 1. The level of mRNA produced during transcription,2. the stability of the mRNA after transcription that can be available for translation. Synthesis of RNA depends on the transcription machinery and the accessibility of DNA to be transcribed. So the availability of RNA for translation is not dependent on the translation itself as the availability of mRNA precedes (comes before) translation.

Chromatin modification and looping of DNA are important to determine whether the DNA can be transcribed or not, so this will regulate how much RNA can be produced and can be available for translation.

miRNA (micro RNA), siRNA (short interfering RNA) and lnRNA (long non coding RNA) are the regulatory RNA molecule that determines the stability of an mRNA after transcription by degrading the target mRNA, so all these RNAs play a role in determining the level of RNA available for translation.

rRNAs or ribosomal RNAs along with proteins are the essential components of ribosomes, so the level of rRNA should not influence the level of mRNA available for translation, but the level of rRNA will definitely determine how much mRNA is translated.

So rRNAs does not play a role in regulating how much RNA is available for translation.
