According to many, the digital world is being divided into ‘haves’ and ‘have nots’ – between those that have access and can use a computer and the Internet, and those that do not have such access. Some believe that this creates serious ethical implications and that there is a moral obligation to do something about the disparity; the ‘have nots’ may well feel discriminated against or feel ‘socially excluded’ and are missing out on many life opportunities. Do you feel that everyone everywhere should have access to computers and the Internet, regardless of location, need, competency, or ability to pay? If yes, who should provide the services and education and who should pick up the tab? If no, explain why not everyone needs access to the Internet. A minimum 3 paragraph response required.

Answer

Computer and Internet connections are changing the world today. But, the rural areas still don't have these important technological assistance to make their life easier. The gap is wide between those who have these devices and internet, and those who don't. There are various factors for this gap, viz, economic conditions, empowerment to these technologies, learning ability, etc. Some people who want to buy internet supported devices, cannot afford it, those can afford won't feel a need to purchase and many can't learn how to operate it.

I do feel everyone needs to get access to computers and internet, at every location, because, there are lots of need to use it for meeting various activities, viz, doing payments, getting information, booking vehicles, making transaction, and most importantly for the youngsters and college going students, who can seek lot of opportunities to make their career. But, it is not easy to provide the facility to every individual. Government can take step to provide it and spread it's facilities over a time period if not on a sudden scale. Government need to arrange the internet connection in the locations and rurals where there is need, people need to be trained by governmental appointed professionals, and all the education institutions need to support with internet led devices to their students without any changes or with minimal charges.

Not only computers but other devices like mobile computers I,e: tablets, etc can be provided to the people who can use it to meet their requirements and to avail vedios services. Those who don't have ability can be taught and those who can't learn or who are very elderly aged people can be provided cell phone with internet connection to meet their emergency requirements by making them learn basic functionalities.
