The reason is that in the histidine side chain, there is imidazole ring, in which two nitrogens in the form of NH and N are separated by a carbon having C=N, and due to this conjugation, both the nitrogens are exchangeable as N and NH, as shown below.

Due to the existence of NH and N in the resonance, as shown above. The nitrogen which is in the form of NH is responsible for the observed acidic nature as it loses the proton, and the nitrogen which is in the form of 'N' is responsible for the observed basic nature as it gains a proton.
