In a traditional project (waterfall model), the three factors usually are usually decided during the initial phase of the project. During the requirement creation and discussion phase, the cost, the duration and the required resources are discussed upon and confirmed. Only then the core project begins. Once that happens, the project team attempts to stick to the budget, timeline and use the resources mentioned in the discussion earlier.
In agile projects the approach to project management is comparatively different. In many cases, the documentation is not very detailed. As a result, these requirements of time, money and resources are comparatively loosely formed. For example, during the course of the project, there may be requirement for more resources in order to stay within the timeline. In such case, the project manager may acquire more resource and end up spending more. Activities such as project crashing are common. As a result, these factors are comparatively more likely to change in an agile project during the course of the project.
