The questions is concept based and is based on electricity and magnetism concept. We know that any surface with charges can induce an electric field around the surface The strength of this electric field will depend on how many charges are present on the surface.

We know that when we rub something on something, charges transfer. Now, when we rub a dry cloth on a DVD, electrons are transferred either from DVD to cloth or from cloth to DVD. The main point to make here is that after we rub the DVD with a dry cloth, the DVD becomes charged Assume that dry cloth was neutrally charged and when we rub it on the DVD, negative charges are transferred to the DVD. This is same concept as when we rub a comb on hair and try to pick up a small piece of paper.

After the DVD becomes negatively charged, the charges which are accumulated on the surface induce an electric field which actually polarizes the dust particles nearby the DVD which means that the positive charges in the dust particles are attracted by the negative charged DVD and due to this , the dust particles are attracted to the charged DVD.
