Usually, the stationary phase is more polar compared to mobile phase.

If the polarity of mobile phase increases, then the eluting power of the solvent also decreases. This will take the sample to lesser distance and thus Rf value will be low.

If the mobile phase is non polar, then the solvent travels to greater extent and thus Rf value will be high.
