The primary barriers to any change process in the organization are its strategy or structure can be caused due to:-

1. The liability of the management to effectively control the process.

2. The scope of implementation of the project is not recognized thoroughly.

3. There will always be some elements that will. Resist a change process, be it the employees or the structural aspect of the company.

4. Budgetary concerns are always a factor in any change especially when we need to take into account a change in strategy.

5. Implementation and monitoring of the change and creating evaluation processes.

Budget and HR staffing plans can be considered to be two of the most important aspects of the change management plan. There needs to be an effective use of forecasts in order to determine the budget requirements of the company and how the change process reflects when we take into account the budget of the company. Not only that but for the HR management to be able to hire employees that reflect the processes that the company needs to change becomes a new responsibility. What that means is that the company and the management essentially need to either train their existing workforce or they need to hire employees that can work effectively in the face of the changes that are being implemented in the company. Taking this as the criteria can allow us to understand the need for better implementation of the staffing plan based on the requirement.

Change in strategy also means the requirement of managing the resources better. Unless the strategy was explicitly created to take into account that resources of the company namely the presence of raw materials, inventory as well as the human factor, we need to be able to take into account the requirement for the process of management especially when there is a surplus or deficit of the resources that are required. Again, the process of forecasting created with extensive use of data collection services can allow the company to create the best possible use of the change in the strategy keeping into account all the resources and the processes which can become a bottleneck in the company’s functioning.

The potential barriers implementation can be resources, the human factor, ineffective implementation well as budgetary constraints and all of these factors need to be mitigated with the effective use of management techniques, oversight, control, evaluation and constant change and intervention if the need arises.
