The agency cannot implement more than 4 projects, except a total of 5 projects can be implemented if both A and H are included. Implementation of A and B are contingent on implementation of C. Also, D cannot be selected unless both F and G are selected. A and D cannot both be adopted; if either A or D is implemented, the other cannot be implemented. If F is selected, neither B nor H can be selected. Each project, if implemented, would result in the discounted annual net benefits indicated by the table below.
