imbalances in human resources for health, developed an analytical
framework, considered projections of health labour forces demand
and supply, proposed a typology for health labour imbalances and

- Although the term “imbalance” is commonly used with respect to
the health workforce, it is clear that imbalance in the health
workforce encompasses a large range of possible situations and is a
complex issue.
- Relying on a single indicator is insufficient to capture the
complexity of the imbalance issue. Instead, a range of indicators
should be considered to allow a more accurate measurement of
imbalances.
- In addition, it also seems pertinent to differentiate between short-term and long-term indicators.
- Human resource management in the health care sector is a complex matter that in many cases calls for close attention.
