Ans) In an attempt to contribute to a better understanding of imbalances in health workforce, the definition and nature of imbalances in human resources for health, developed an analytical framework, considered projections of health labour forces demand and supply, proposed a typology for health labour imbalances and reviewed different measurements of imbalances.
- Although the term “imbalance” is commonly used with respect to the health workforce, it is clear that imbalance in the health workforce encompasses a large range of possible situations and is a complex issue.
- Relying on a single indicator is insufficient to capture the complexity of the imbalance issue. Instead, a range of indicators should be considered to allow a more accurate measurement of imbalances.

- In addition, it also seems pertinent to differentiate between short-term and long-term indicators.
