1)Direct health care services means (councelling and education) services to each individual,and it is preventive type services provide for children with special health care needs like handicapped,blind ,deaf ,dumb etc.so child should be assisted to maintain oral hygiene

2) enabling service includes , clinical intervention easy availability of transportation ,health education, special supplement nutrition programme for women , infant,children.assesing if the child has been suffering from tooth decay, or not  

3) population based services are includes, newborn screening,immunization screening,oral health assessment of woman and children acts as long lasting protective action
