An individual or group should be in charge of developing the emergency management plan.

The planning team will depend on the facility's availability, requirements and resources. Usually involving a group of people is best as it encourages participation and gets more people invested in the process, it increases the amount of time and energy participants can give, . It enhances the visibility and stature of the planning process and it provides a broad perspective.

One can be an active member and who serves in an advisory capacity. One or two people will be doing the bulk of the work. One should be able to obtain the input from all functional areas.

The group should be led by the chief executive or the plant manager, which should establish a clear line of authority between group members and the group leader.

The purpose of the plan should define and indicate involvement of the entire organization.

Work schedule and planning deadlines should be the priorities that are clearly defined. An initial budget for such things as research, printing, seminars, consulting services and other expenses that are necessary during the development process should be worked out.

The government agencies, community organizations and utilities should be met to evaluate the potential emergencies, plans and available resources. The impact of potential emergencies should be determined for the backup systems.

Lifeline services as electrical power, water, sewer, gas, telecommunications, transportation, operations, equipment and personnel functioning of the facility should be assessed.

Every individual receives a copy of the plan should be responsible for posting of the work assigned.

Implementing the plan during an emergency, means acting on recommendations made during the analysis, integrating the plan into the operations, training employees and evaluating the plan for execution

The members of the emergency management group and emergency response team should understand their respective responsibilities. So this means that it is not responsibility of any individual but the Emergency Guide should be handled by the entire team of the emergency management.
