- The main players in the U.S. health service system are the physicians, administrators of health service institutions, insurance executives, large employers, and the government.
- One positive effect of the opposing factors is they prevent any single entity from dominating the whole system. One negative is that this has on the system is they make it difficult to achieve system wide reform.

- The government plays a huge role in the U.S health care services system. They are a financier of health care delivery through the Medicare and Medicaid programs. The government determines who can and who cannot receive services under those programs. The government also determines the eligibility criteria as to who can receive health care services under those programs. Another reason the government plays a major role is it can determine the reimbursement rates that providers will receive for rendering a service to Medicaid and Medicare patients. To render services to Medicare and Medicaid, these organizations must comply with the standards of participation created by the government.
