No, infants shouldn't be given cow's milk as their main milk because cow milk has too much protein, salt and minerals and doesn't have iron and vitamin and since it has too much protein, it can be very hard to digest by the baby.

She has to use formula until the baby is 12 months old if she doesn't want to breast feed.
