Balanced chemical equation is:

2 HClO4 + Sr(OH)2 ---> Sr(ClO4)2 + 2 H2O

Here:

M(HClO4)=0.75 M

M(Sr(OH)2)=0.03 M

V(HClO4)=3.09 mL

According to balanced reaction:

1*number of mol of HClO4 =2*number of mol of Sr(OH)2

1*M(HClO4)*V(HClO4) =2*M(Sr(OH)2)*V(Sr(OH)2)

1*0.75 M *3.09 mL = 2*0.03M *V(Sr(OH)2)

V(Sr(OH)2) = 38.625 mL

Answer: 39 mL
