Given that,

n = 40

x = 24

Point estimate = sample proportion = р = x / n = 24/40=0.6

1 - р = 1-0.6=0.4

At 95% confidence level

\alpha = 1 - 95%  

\alpha = 1 - 0.95 =0.05

\alpha/2 = 0.025

Z\alpha/2 = Z0.025 = 1.96

Margin of error = E = Z\alpha / 2 * \sqrt ((р * (1 - р )) / n)

= 1.96 (\sqrt((0.6*0.4) / 40)

= 0.152

A 95% confidence interval for population proportion p is ,

р - E < p < р + E

0.6-0.152 < p < 0.6+0.152

0.448< p < 0.752

\alpha  = 1 - 99% = 1 - 0.99 = 0.01
