It is act of change and continuity, the UN is sixty years young and over sixty years old. During the Cold War UNO faced specific difficulties and opportunities; and were followed with a radically different set of fears, interpretations, policies, and hopes in the confusion of the post Cold War era. The description stays the same and could again be applied to characterize the period briefly since 11 September 2001. New challenges to global security and peace and human survival have increased. On the world stage, new non-state actors have appeared, and older ones occasionally have been transformed.
