1) You would very respectfully first approach the supervisor. He might have something to say, as in a genuine reason to ignore. Addressing the problem if exists is necessary. After you fail to know what problem your supervisor had and still wish to change the situation, you must approach the higher people in the hierarachy. Make a proper proposal of your problem and draft and application. Those who you can approach can be your manager (immediate) or your someone way more senior than the supervisor. The channel of Human Resource (HR) in your company can help you as well.
